I used to live in Washington. Did you get these from one of those crazy law books? And yes I agree with TinatheWritingWriter - could you take some time to illustrate the laws - it would make this a lot more interesting.

"Im not really a madness fan..."
Ive seen a few of these 'create a madness' so far. Could you possibly make it bigger? Some of the items are just really tiny. Also make some profiles of the heads - most of them are from the front angle. Not bad 8/10.
